IMPORTANCE OF LOWERING THE LIFE BOAT IN UNLADEN CONDITION
The incident happened while taking over the ship from the previous management.
Master, Chief Engineer, Chief Officer were on board for 14 days, prior to take over and rest of the crew joined on the take over day.
Before sailing to the load port, Master carried out the boat drill with the new crew.
The boat was lowered with 4 crew members, first one fall parted and subsequently the other fall also parted. Two of the crew got seriously injured.
The condition of the falls on visual inspection did not reveal any signs of wear and tear because of an extremely thick coat of wire grease.
This makes a strong case for lowering of unladen life boats upto water level.
